Lanigan Announces 3 Key Appointments
Rome, NY – Jeffrey Lanigan, the Mayor-elect of Rome, has announced the names of the three individuals who will fill key positions within his administration. Effective January 1, 2024, the City of Rome will have a new Public Works Commissioner, Treasurer, and Public Safety Commissioner.
Joseph Guiliano, a lifelong Roman, and a 29-year veteran City of Rome employee will lead the city’s Department of Public Works. Guiliano has vast experience in civil engineering, construction management, and accounting. During his tenure with the city, he has held various titles, including Engineer I, Assistant Administrator of Water and Streets, Assistant Superintendent of Public Works (City Yard), Superintendent of Public Works, and Engineer II. Guiliano is a member of the Oneida County Highway Superintendents Association and the American Public Works Association. He annually participates in Cornell Local Roads programs and many continuing education activities. He is currently enrolled in Eastern Gateway Community College, pursuing an associate degree in business management with a concentration in human resources. From 2005 to 2015, he served as CSEA – Rome City Hall Unit- Vice President and President. Joe is married to Patricia (Gerace), and together, they have three professional adult children: Steven, Annika, and Alexander. When asked about his appointment, Guiliano said, “I am grateful for the opportunity to serve the Rome community as the Commissioner of Public Works. I have been working hard to achieve this position since the early years of my employment. I am excited to work with Mayor-elect Lanigan and his administration, and I hope to contribute positively to this city that I love.”
Deputy Treasurer Brian Adams, who has served the City of Rome for the past 6 years, will be promoted to Treasurer. Adams was born and raised in Rome and is a 2003 Rome Free Academy Graduate. He is a New York Government Finance Officers Association member and will now join the Government Finance Officers Association. He holds a BAS in Business Administration from SUNY Geneseo and an AAS in Business Management from Mohawk Valley Community College. Before his employment with the City, he worked as an accounting assistant at Birnie Bus Service and as a trade specialist at the Bank of New York Mellon. Adams is married to Michele (Piperata) and is a stepfather to two daughters, Ahneka Hilliker and Kaylee Carr. Adams expressed his gratitude today saying, “I am thankful for Mayor-elect Lanigan’s confidence in my ability to perform the job. I am excited to collaborate with our new Mayor to create financially responsible budgets and effectively manage the City’s finances.”
Kenneth White, a lifelong resident of Rome and a Rome Free Academy graduate has been appointed as the Public Safety Commissioner. He received an associate degree in criminal justice from Mohawk Valley Community College in 1985. He was appointed to the Rome Police Department as a Patrolman in 1988 and served in the uniformed road patrol unit until 1999, when he was promoted to Police Sergeant. White was promoted to Police Lieutenant in 2007 and served as a Watch Commander for all three department shifts until his retirement in 2014. Following his retirement from the RPD, he continued his career in public safety at Utica University. White has received many awards and certifications during his career, including three Meritorious Police Service awards, two Chief of Police Commendation letters, two Lifesaving awards, and several commendation letters from the Rome PBA and community members. White served as a Military Policeman in the United States Army National Guard from 1985 to 1991. He was assigned to the 107th Military Police Company in Utica and was deployed overseas to serve in Operation Desert Shield/Storm. White received several awards for his military service, including the Liberation of Kuwait medal, the New York State Meritorious Achievement medal, the New York State Medal for Merit award, and the Honorable Discharge medal. White lives in Rome with his wife Tami, three children, Gabrielle, Zackery, and Emily, as well as his son-in-law Francis and grandson Francis VI. White said, “I am excited to be a part of this administration and grateful to Mayor-elect Lanigan for the opportunity to serve. My goal is to ensure that our neighborhoods are safe and that those who serve our city police and fire departments have the resources they need to accomplish their mission goals.”
Mayor-elect Lanigan said today, “Each of these individuals possesses the necessary expertise to excel in their roles. They are hardworking, determined leaders, and I am thrilled to welcome them to our team. I firmly believe that recognition should be given where it is due and that promotions should be awarded to those who have earned them. These individuals have each demonstrated a true passion for the City of Rome, and I am honored to have them join our leadership team.”
